As far as popularity is concern Mr Navin Patnayak, the CM of orissa is also equal popular because being a head of Biju Janta dal, he has strong command over the masses of orissa.

Every Chief Minister is Famous becuase they are Chief Ministers, Becoming CM is not a simple work, they have do lot of work to inspire people to bring them on this post, whether it is politically of socially.
